Varant Meguerditchian

Executive Director, MLRI

Varant Meguerditchian is the Executive Director of the Mining Legislation Reform Institute. He is from Sydney, Australia and has an interest in developing policies that support sustainable communities. He has worked to shape and influence political processes in Australia, the Asia-Pacific and Europe; in international forums including APEC, ASEAN, ISO and IEC. His policy development experience runs across a number of sectors of the economy including information technology, health, energy and natural resources. He has held Executive NGO Management positions including as General Manager Stakeholder Engagement at Standards Australia. He was also Executive Director and President of the Armenian National Committee of Australia. Varant holds a Master’s degree in Management from the Macquarie Graduate School of Management, Australia and a Master’s degree in International Relations from Griffith University, Australia. Contact Varant at varant@mlri.org.am.

Davit Hakobyan

Legislative Expert, MLRI

Davit is a lawyer registered to practice in the United Kingdom and the Republic of Armenia. He has extensive experience working with local and international organizations in Armenia, including Transparency International’s Anti-Corruption Center, United Nations Development Program (UNDP), and the Organization for Security and Development (OSCE). Before joining the MLRI team, Davit was the Legal Manager for Deloitte Armenia. He earned an LLM Degree at the University Paris 1 Pantheon-Sorbonne (France) and completed his legal practice course (LPC) with BPP Law School in London (UK). Contact Davit at davit@mlri.org.am

Avo Aposhian

Project Coordinator, MLRI

Avo Aposhian joined the Mining Legislation Reform Institute in April 2019.  Prior to joining the Institute, Avo worked in various fields in Armenia; including as a teacher, translator (Armenian, English, Arabic, and Turkish) and office clerk. He has also held positions including as a researcher at the Institute for Armenian Studies of Yerevan State University and as a lecturer of Western Armenian at the Ministry of Diaspora of the Republic of Armenia. Originally from Aleppo, Syria, Avo has been an active member of the Aleppo NGO supporting the integration of Middle Eastern Armenians into Armenian society. His interests lie in policy making and reforms in Armenia. Avo holds a Master’s degree in International Relations from Yerevan State University and a Bachelor’s degree in Arts and Humanities from the University of Aleppo. Contact Avo at avo@mlri.org.am.

Carl Ulbricht

Consultant, MLRI

Carl Ulbricht is an international consultant, specializing in legal and administrative reform in a variety of sectors. Currently, he is advising on Armenian and international mining legislation at the MLRI. Carl has more than 20 years' experience on projects in Armenia and Central Asia, focusing on public and private sector reform. He trained in law in London and worked initially as a commercial lawyer in the UK and Italy.
